Abstract: The history of the Communist Party of China (CPC) has shown that the country is its people, and the people are the country; as the CPC has fought to establish and consolidate its leadership over the country, it has been fighting to earn and keep the people's support. Marxism is a theory of the people. The CPC has been constantly deepening its understanding of the role of the people in its great practice, and achieved in the new era the theoretical sublimation by making people first. To hold high the great banner of“people first”, it is necessary to reach a precise theoretical understanding of its nature and connotations, and implement in practice the policies and requirements about making people first.

摘要： 中国共产党的历史表明，江山就是人民，人民就是江山，无论打江山、守江山，都是依靠民心。马克思主义是人民的理论，中国共产党在伟大实践中不断深化对人民的认识，新时代实现了人民至上的理论升华。高扬人民至上的伟大旗帜，在理论上要精准把握人民至上的性质和内涵，在实践上要全面落实人民至上的政策和要求。
