Abstract: The situation of resource shortage and environment deterioration is getting worse with the rapid development of China’s economy.Problems in resource supply and environment protection will not only hamper China’s sustainable development,but also increase the possibility of international conflicts.Therefore,it is a precondition for China to overcome the resource and environment bottleneck if the Chinese government wants to realize its strategic envision in constructing a harmonious world.The idea to build up scientific outlook on development and to transform economic development mode prescribed in the Report of 17th CPC National Congress signals the begginning of a new form of civilization——Green Civilization.This adjustment will bring new hopes for the construction of a harmonious world.

摘要： 随着中国经济规模的不断扩大,面临的资源环境问题日益突出。这不仅制约着中国的可持续发展,而且还有可能引发国际关系的紧张。我们要想实现和谐世界的战略构想,必须首先突破资源环境瓶颈。十七大报告中提出的树立科学发展观和实现发展模式转型意味着一种新型文明方式的开始,它将为和谐世界的建设带来新的希望。
