定位、衡量与形态：民主巩固诉求下的党际关系研究

摘要/Abstract

摘要： 作为政党政治的重要组成部分，党际关系在很大程度上决定着政党政治的民主功能的发挥，对西方自由民主的巩固具有相当重要的地位和价值。但是，由于政治实践以及认知局限等原因，西方学术界存在着以竞争作为党际关系的定位，以党际竞争关系模式的稳定性作为党际关系的衡量指标，以及仅以政党数量和竞争作为党际关系形态的分类标准等认识偏差。对此，本文指出，竞争与合作的均衡，才是民主巩固诉求下党际关系的理想定位。党际竞争与合作的均衡性，则是民主巩固诉求下党际关系较为科学、合理的衡量指标。依据均衡性程度，可以将党际关系分为竞争与合作均衡和竞争与合作失衡两种基本形态。

Abstract:

As an important part of party politics, inter party relationship determines the political democracy function to a great extent, which has an important position and value in the consolidation of western liberal democratic system. However, due to the political practice and cognitive limitation and other reasons, the western academic circles takes competition as the positioning of inter party relations. They take the stability of the inter party competition mode as a measure of inter party relations, and the number of parties and competition as a classification standard form of inter party relations. In this regard, this paper points out that the balance of competition and cooperation, is the ideal location for democratic consolidation under the demands of inter party relations. The equilibrium of inter party competition and cooperation, is a more scientific and reasonable measure index of consolidation of democracy under the demands of inter party relations. Based on the degree of equilibrium, we can judge the inter party relationship by two basic forms of balance of competition and cooperation and imbalance of competition and cooperation.
