摘要： 中国特色社会主义新时代的时空框架定义了新型政商关系“亲”“清”的内涵——资本要在亲近政府之余远离政治。“亲近政府”代表政商之间的合作，“远离政治”代表“商”要遵从“政”制定的规则，不干政、不妄为。PPP作为一种新型公共服务供给模式，一方面强调在提供公共服务的过程中加强政府与社会资本的全过程合作，另一方面将政商合作置于一系列标准透明的流程规则框架中。由于PPP的核心元素十分契合新型政商关系既“亲”又“清”的双重内涵，所以PPP可以成为落实新型政商关系的理想的实践载体。

Abstract:

President Xi Jinping refers to the new type of politicalbusiness relations as being both “close” and “clean” at the same time, which can be defined by the spacetime framework of socialism with Chinese characteristics in the new era as the state that the capital should stay away from politics while being close to government. “Being close to government” represents the cooperation between government and businessmen. “Staying away from politics” means that businessmen must comply with the political rules. As a new mode to supply public service, PPP emphasizes the cooperation between government and social capital during the whole process of public service supply on the one hand; on the other hand, it puts such cooperation under a framework of standard and transparent procedures. Since the core elements of PPP are in line with the dual connotations of new politicalbusiness relations as being both “close” and “clean”, PPP can serve as an ideal practice carrier to implement the new type of politicalbusiness relations.
