社会统筹养老保险制度的困境与出路:
从分散统筹到全国统筹的转变

摘要： 社会统筹制度是国家基本养老保险制度中的重要支柱，对养老保险事业的成败起着决定性的作用。本文在分析社会统筹养老保险制度发展现状的基础上，澄清了养老保险制度分散统筹是导致社会统筹养老保险制度面临的诸多困境的根本原因，并明确提出实现养老保险制度的全国统筹是解决诸多问题、提升养老保险制度效率和实现制度可持续发展的必然选择。而且由于未来将出现的有利于社会统筹制度发展的积极因素在分散统筹下有可能进一步强化地区间的既得利益，增加全国统筹的难度，所以本文建议要抓住机遇，尽快完成社会统筹养老保险制度从分散统筹向全国统筹的转变。

Abstract: Social pooling system is the main pillar of Chinas basic old age insurance system,and is vital for the success of the old age insurance systemThis paper bases on the analysis of the current development of Chinas social pooling system,concludes that the esparation pooling is the main reason for many difficulties and suggests that national pooling is the necessary choice to solve the problems,improve the efficiency of old age insurance system and make the system sustanableBecause future positive effects may strengthen provincial vested interests,which will increase the difficulty,it is suggested to realize the national pooling as soon as possible
